HANDYMAN

Handyman license limits: screening each task for value, trade and permit.

Most trades are defined by what they do. A handyman is defined by where the line falls: a dollar figure, a list of trades that always need a license, and a permit question that only the building department can answer. Each task on a list has to be checked against all three.

TAKEAWAY

A handyman's legal scope is settled task by task, on value, trade and permit.

A handyman's legal position can change between two lines of the same list. In California the question is whether the whole project stays under a value limit with no permit and no employees; in Queensland it is a value limit plus a list of trades that need an occupational license at any value; in England it is which electrical work must be notified to building control and who may touch gas. One list can contain a task that is plainly fine, one that needs a licensed electrician and one that depends on a permit nobody has asked about.

This article sets out those three rules as published, then describes a screen that checks every task card against the owner's own written version of them. The screen flags. It never decides that a task is legal to do without a license, and nothing here is legal advice: check your own state or territory, and confirm the rule with the licensing body or a lawyer.

01 / VALUE, TRADE, PERMIT

Three questions every task card has to answer before it is priced.

Value is a running total, not a line price: in California the figure the licensing board describes covers labor, materials and every other cost on the project, across one or more contracts. Trade is a list: some kinds of work need a license in a given place whatever they cost. Permit is a fact about the job that belongs to the local building department, and only the department can say whether one is needed.

02 / CALIFORNIA

California: one thousand dollars, no permit, nobody employed, and the advert says so.

California's exemption sits in section 7048 of the Business and Professions Code. As checked on 15 October 2026, two Contractors State License Board pages set out how it works today.

  • THE FIGURE AND THE DATE

The board's industry bulletin #24-07 records that Assembly Bill 2622 moved the minor-work exemption up from five hundred dollars to one thousand dollars with effect from the first of January 2025.

  • WHAT IS COUNTED

The board's licensing page counts the combined value of labor, materials and all other costs on one or more contracts; the exemption needs that total to stay below one thousand dollars.

  • PERMIT

Work that needs a building permit of any kind falls outside the exemption, whatever it is worth.

  • NOBODY EMPLOYED

Using any employee labor on the project ends the exemption too, even under the figure.

  • LARGER PROJECTS

The licensing page says work on a larger project may not be broken into smaller amounts to fit under the limit.

  • ADVERTISING

An unlicensed person may advertise work up to the figure only if the advertisement says they are not licensed, and the exemption does not cover anyone who advertises as licensed or qualified to act as a contractor.

03 / THE OUT-OF-DATE PAGE

Not every official page has caught up, so the screen records where its figure came from.

When checked on 16 October 2026, the board's guide for building officials still answered its section 7048 question with the old five-hundred-dollar figure. It is the reason the owner's rule file names the page, the date it was read and the person who read it, and why the screen shows that line on every flag. A figure with no source on the card is treated as unknown.

04 / QUEENSLAND

Queensland: three thousand three hundred dollars, and never plumbing, drainage or gas.

The Queensland Building and Construction Commission's page on when a license is needed (as checked on 15 October 2026, and last reviewed by QBCC in August 2021) lists a handyman among those who need no QBCC license, as long as the work is valued at no more than three thousand three hundred dollars, is not electrical or plumbing work and does not need an occupational license.

The same page says an occupational license is needed regardless of value for plumbing, drainage, gas fitting, chemical termite management, fire protection and mechanical services work, and it points electrical questions to the state's Electrical Safety Office. It also notes that the QBCC Regulation lists dozens of exemptions, so the page is a general guide; the owner checks the specific task with QBCC.

05 / ENGLAND AND GAS

England: three kinds of notifiable electrical work, and gas only by a Gas Safe engineer.

In England, regulation 12(6A) of the Building Regulations 2010 (as checked on 15 October 2026) requires a building notice or a full-plans application where Part P electrical work is a new circuit, a replacement consumer unit, or an addition or alteration to existing circuits in a special location. The regulation defines a special location as the space around a bath tap or shower head within set distances, or a room containing a swimming pool or sauna heater. Regulation 12(6) separately exempts work done by a person registered under a competent person scheme. Wales has its own version, so a business working across the border keeps two rules.

On gas, the Health and Safety Executive's FAQ for home owners (as checked on 15 October 2026) is short: paid work on a home's gas appliances is for engineers on the Gas Safe Register who are competent in that type of work. For a handyman in Great Britain, a gas task goes on the refer-out list with no value test at all.

06 / THE SCREEN CARD

A skill holds the owner's rules; the screen card shows which one each task touched.

In Grok Bot a skill is a saved set of instructions that any of the user's Bots can use, and the documentation suggests each one states when to use it, the inputs it needs, the sequence of work, how to check the result, what to return and what requires approval. The owner's refer-out rules fit that shape: one skill per place the business works, written by the owner from the pages above, with the source and date of every figure. A Screen Bot the owner creates (or, in a smaller roster, the Bot that writes the cards) applies it to each card and returns the flags; the owner reads them before anything is priced. The fields below are Aevrion's pattern, not a product feature.

Running totals are the easiest part to lose track of. The screen adds each new card to the project it belongs to, with its materials and any earlier contract on the same project, and flags when the total comes within the margin the owner has set below their own figure. Where a source does not say how something counts, such as materials the customer buys, the card says the question is open and leaves it for the owner.

  • PLACE AND RULE

The state, territory or country, the rule file used, and the date its figures were last read.

  • TRADE MATCH

Any match to the owner's always-refer list: electrical, plumbing, drainage, gas, structural, or whatever that place adds.

  • PERMIT

Unknown, not needed or needed, and for the last two the building department reference the owner recorded. Unknown blocks pricing.

  • PEOPLE ON SITE

Whether anyone other than the owner would work on the task.

  • PROJECT TOTAL

Labor, materials and other costs on the project so far, this card included, against the owner's figure.

  • FLAG AND REASON

Clear under the owner's rules, or flagged, with the rule that matched. The card never says "legal" or "allowed".

Based on the Grok Bot documentation at docs.x.ai as checked on 15 October 2026. Its statements on Bot rules, Bot-to-Bot messaging, routine triggers, connected apps, approval expiry and payments were rechecked against docs.x.ai and Cursor's help pages on 26 October 2026. 07 / FROM FLAG TO DECISION

A flagged task has three possible ends, and the owner chooses each one.

The screen's job ends when the owner has the flag. Permits are decided by the building department; a structural, electrical, gas or plumbing question goes to a professional licensed for that work, and the screen says so on the card instead of describing the fault.

08 / WHERE TO START

Write the rule file for the one place you work most, then test it on old lists.

Start with one place. Write the owner's version of its rule, with the page, the date and the always-refer list, then run the screen over a few lists the business has already finished and compare its flags with what actually happened. Each disagreement points to something the owner knew that the rule file does not yet say. The guide to reliable AI workflows for home-service companies covers stale-source and no-data handling for any routine built on top.

Aevrion's workflow automation readiness assessment is a free, ungated score of a single workflow across twelve fixed dimensions, with one of four results, its blockers and a next step. Score the screening step on its own. Security and compliance readiness and rule clarity are the dimensions to watch, because a low score on either caps the result, and for a handyman both depend on a written rule file. Aevrion Ops can then build the skill, the screen card and the running total around the rules the owner signs off.

SUMMARY

What to take from this.

  1. A handyman's legal scope can change between two lines of one list, because it turns on value, trade and permit.
  2. As checked on 15 October 2026, California's minor-work exemption is under one thousand dollars in total labor, materials and other costs, with no permit, no employees and an unlicensed disclosure in any advert.
  3. Queensland's handyman exemption stops at three thousand three hundred dollars and never covers electrical, plumbing, drainage or gas fitting work.
  4. In England, a new circuit, a replacement consumer unit and an addition or alteration to circuits in a bath, shower, pool or sauna special location are notifiable; paid domestic gas work needs a Gas Safe registered engineer.
  5. The screen keeps a running project total and the source and date of every figure, and it flags; the owner decides, and licensed professionals answer trade questions.
  6. Check your own state or territory: other places set different limits, and some official pages lag the current rule.
