JUNK REMOVAL

Fridges, e-waste and transfer notes: disposal records for junk haulers.

A refrigerator in the truck can bring a federal statement into the chain, a television can be barred from the bin in some states, and in England the business must be on a public register before it carries anyone's rubbish. The paper that proves each one belongs in the job's file, not on the dashboard.

TAKEAWAY

Each regulated item leaves a different piece of paper, and the job file has to hold all of them.

Disposal records in junk removal are not one document. A refrigerator, freezer, dehumidifier or window air conditioner handed to a scrap yard or landfill can bring a signed refrigerant statement into the chain; electronics follow state programs that differ from one state to the next; and in England and Wales each handover of a load, from a business customer to the hauler or from the hauler to a site, needs a signed written description kept for two years. Each record is created by someone different, and the hauler sits in the middle of all of them.

This guide sets out what each rule says, as checked on 16 October 2026, and a per-job disposal log that an assistant can keep. It is not legal advice: the owner confirms how each rule applies with the regulator or an adviser.

01 / THE FINAL DISPOSER

Under EPA's rule the yard or landfill at the end answers for the refrigerant, and the hauler may be asked for the paper.

EPA's safe disposal requirements under Section 608 of the Clean Air Act cover equipment that usually reaches the end of its life still holding its full refrigerant charge, naming household refrigerators and freezers and window air conditioners. The federal definition of a small appliance in 40 CFR 82.152 reaches further, listing dehumidifiers, room and portable air conditioners and under-the-counter ice makers among others, so the flag belongs on more of the truck than the kitchen.

The regulation, 40 CFR 82.155, puts the duty on the final processor, meaning whoever takes the final step in disposal, scrap recyclers and landfill operators included. That processor either recovers any remaining refrigerant or verifies, with a signed statement or a contract, that it was recovered earlier. A statement must give the name and address of whoever recovered the refrigerant and the date they did it. If the refrigerant leaked out through a failure or an accident, rather than someone cutting the lines, the processor needs a signed statement saying so. The processor keeps these statements or contracts for three years, must tell suppliers by signs, letters or similar means that refrigerant has to be recovered before delivery, and breaks the rule by accepting a statement it knew or had reason to know was false (eCFR text published by Cornell's Legal Information Institute, as checked on 16 October 2026).

For a hauler that is not the last stop, then, the federal record is one it hands over rather than keeps. When a fridge's refrigerant was removed before pickup, by a repair shop or anyone else, the yard may ask the hauler for a statement, and the hauler can only sign one truthfully if it knows who did the recovery, where they are and when. Those details are collected at the house, while they can still be found. Whether the company carries appliances at all, and to which yard, is the owner's decision; no Bot advises on recovery or equipment.

02 / STATE BY STATE

Electronics follow state programs, so the log records which state's rule the owner relied on.

There is no single US rule for the televisions, monitors and printers that come out of a clean-out, and two state programs show how far apart they sit. Illinois EPA says it is illegal in Illinois to put a listed set of devices in the trash, among them computers, monitors, printers, televisions, keyboards and mice, and video game consoles, and that its Consumer Electronics Recycling Act program works through a statewide network of registered collectors, recyclers and refurbishers. CalRecycle runs California's Covered Electronic Waste Recycling Program through approved collectors and recyclers, says California law treats nonfunctioning cathode ray tubes and mercury bulbs from televisions, laptops, tablets and monitors as hazardous waste, and notes that Senate Bill 1215 added covered battery-embedded products to the program from 1 January 2026 (both pages as checked on 16 October 2026).

Neither page is a rule for any other state, and local collection rules sit on top of both. The records side is a state sheet: for each state the company works in, the program's own page, the date the owner last read it, and the collector or recycler the owner uses. In the job-folder design below, the Records Bot can re-read those pages on a schedule and flag one that has changed; what the change means is for the owner to decide.

03 / CARRIER AND NOTE

In England the business carrying rubbish must be on the public register, and every handover except a householder's own needs a written description.

Gov.uk's page on registering as a waste carrier, broker or dealer in England, checked on 16 October 2026, says a business must register if it transports waste, that not registering can bring an unlimited fine, and that Northern Ireland, Scotland and Wales have their own processes. A registered business appears on a public register, the Environment Agency must be told within 28 days of changes such as new contact details or management, and an upper tier registration is renewed every three years.

The waste duty of care code of practice for England and Wales, published by Defra and the Environment Agency and last updated on 26 November 2018, adds the detail that shapes a clearance company's paperwork. A householder getting rid of their own household waste is outside the transfer note requirement, but the code advises them to check that a house clearance business holds a valid upper tier registration, which begins CBDU, and suggests, without requiring it, keeping evidence such as a receipt that names a registered operator. Waste from clearing vacated premises, such as a landlord or letting agent clearing student housing, is not household waste. Any other transfer, the hauler's own drop at a transfer station included, needs a written description agreed and signed by both sides, giving the waste and its List of Wastes code, the quantity and any container, the time and place, both parties' names and addresses, the transferor's SIC code, and the capacity and authorization each side acts under, among other details. A paper transfer note, or an invoice carrying the same information, will do, and a season ticket can cover regular transfers of the same non-hazardous waste with the same carrier for up to a year. Copies are kept for two years, and a carrier must show evidence of its registration when a police constable or an authorized officer asks.

Hazardous waste, other than a household's own (asbestos aside), moves on a consignment note under separate rules. In this design those items are the owner's call to refuse or refer, never a line the records process fills in.

04 / THE JOB FOLDER

A Records Bot keeps one folder per job in the shared workspace and reports the gaps.

In Aevrion's pattern a Records Bot, one the owner creates in Grok Bot, keeps a folder per job inside the shared /workspace directory on the Bot's computer. The owner adds photos of the paper collected on the road, and the Bot's work is reconciliation rather than authorship: it matches each load on the day's run sheet to the paper that should exist and reports what is not there. The forms themselves come from the owner's own templates, and every signature on them is a person's.

The Bot never fills a blank. If a refrigerant statement lacks a date, the gap goes to the owner, who gets it from the person who did the recovery. If a landlord job has no transfer note, the Bot drafts a reminder for the owner, not the note. Grok Bot's documentation describes /workspace as a place where Bots read files that other Bots saved, and recommends clear project folders. It also says all of an account's Bots share one computer, so separate Bots are not a security boundary: a tenant's address on a transfer note is visible to every Bot, which is one more reason the folder holds only what the records need. A weekly routine can run the gap check; schedules sit at least five minutes apart, and with no documented failure alert the owner looks at the routine's run history when the weekly list does not appear.

05 / WHERE TO START

Each appliance job's file should name who recovered the refrigerant.

Pull each recent job that carried a refrigerator, freezer, dehumidifier or air conditioner, and check its file for the yard's receipt and, where the refrigerant had already been removed, the recoverer's name, address and date. Do the same for any clearance in England: is there a signed description for each handover that needs one? The gaps show which record to build first.

Score that workflow, from the item flag at the house to the filed paper, in Aevrion's workflow automation readiness assessment. It is free and ungated, rates the one workflow against twelve fixed dimensions such as data availability, error sensitivity and controls, and security and compliance readiness, and immediately returns a score, one of four results, the blockers and a next step. A low score on ownership clarity caps the result, which is the honest outcome if nobody yet owns the disposal file. Once the file has an owner, the contact page is where to scope the Records Bot and its folder with Aevrion Ops.

SUMMARY

What to take from this.

  1. Under 40 CFR 82.155 the final processor recovers refrigerant or holds a signed statement naming the recoverer, their address and the date.
  2. A hauler that is not the last stop collects those details at the house, so that any statement it signs is true.
  3. Electronics rules differ by state: Illinois bans listed devices from the trash, and California runs a Covered Electronic Waste program.
  4. In England a waste carrier must register, and in England and Wales each handover of waste other than a householder's own, the hauler's drop included, needs a signed description.
  5. A Records Bot keeps one folder per job in the shared workspace and reports missing paper; it never fills a blank or signs.
