WINDOWS AND DOORS

RRP paperwork on window replacement jobs: no minor-repair exemption.

An electrician who disturbs a few square feet of painted wall in one room may be doing minor repair and maintenance under the federal RRP rule. A window company replacing a single window in the same room is not, because the definition excludes window replacement by name.

TAKEAWAY

Size does not decide it: replacing a window is never minor repair under the RRP rule.

Under the US Renovation, Repair and Painting rule, a job in pre-1978 target housing that disturbs only a small painted area can fall outside the rule as minor repair and maintenance. The definition in 40 CFR 745.83 sets that area at six square feet per room inside and twenty square feet outside, and then excludes work that involves window replacement. For a window company size is never the way out: each replacement in target housing is a renovation. What can still take a job outside the rule is a finding that the components it affects are free of lead-based paint, from an inspector, a risk assessor or a credentialed renovator's testing (40 CFR 745.82(a)); without one, the pamphlet, the dates and the records follow.

An AI assistant can prepare that file and check its dates against the install schedule. A renovator who holds EPA's renovator credential, and a firm with the firm certification EPA requires, stay responsible for the work and its signatures. This article describes the federal rule as checked on 15 October 2026. It is not legal advice, and the owner confirms how the rule applies in their state.

01 / THE EXCLUSION

The definition names window replacement, and it does not ask how the window comes out.

The definition works as a three-part test. Minor repair and maintenance disturbs no more than six square feet of painted surface per room for interior work, or twenty square feet for exterior work; it uses none of the work practices that 745.85(a)(3) prohibits or restricts; and, in the regulation's words, it applies only "where the work does not involve window replacement or demolition of painted surface areas". A window replacement fails the third part however little paint it disturbs. The definition also counts the whole surface of a removed painted component as disturbed, and adds together non-emergency jobs in one room within thirty days.

The same section defines renovation broadly, naming the removal of building components such as windows. It draws no line between insert and full-frame installation; the word it uses is window replacement. A different reading of a particular job is a question for EPA or the state program, not for the office. EPA's program page says the rule reaches every paid firm, sole proprietors included, and that fourteen states and one tribe run their own versions (as checked on 15 October 2026); a window company working in one of them checks the rule with that state.

02 / THE LEAD-FREE FINDING

What does take a window job outside the rule is a lead-free finding, kept on file.

40 CFR 745.82(a) lists three ways a renovation in target housing falls outside the rule, each turning on the affected components being found free of lead-based paint at the rule's levels. An inspector or risk assessor determines it in writing, and the firm holds a copy; or a renovator who holds EPA's credential tests each affected component with an EPA-recognized test kit; or that renovator sends paint-chip samples from each painted component to an EPA-recognized laboratory (eCFR, as checked on 15 October 2026).

A finding covers only the components it examined (the rule lets one test stand for an integrated whole such as a staircase), so a clear result at one opening does not reach the next unless tested, and the record still goes in the file under 745.86(b)(1). Which components a replacement affects, and whether a result is clear, are the renovator's calls. Separately, 745.82(b) spares emergency renovations, unplanned work after a sudden event that threatens safety or property, the pamphlet step but not the cleaning, verification and records; whether a boarded-up window qualifies is for the renovator and the owner to judge.

03 / SHIP DATES

A pamphlet given at signing can run out before the units ship.

Hand over the Renovate Right pamphlet at the contract signing and the rule's clock starts while the units are still weeks from being built. Under 40 CFR 745.84 the firm gives the owner the pamphlet no more than sixty days before work begins and keeps one of two proofs: the owner's written acknowledgment, or a mailing certificate dated a week or more ahead of the start, a condition that belongs only to the posted route. If a slipped ship date pushes the start more than sixty days past the handover, the delivery no longer falls inside the window; what to do then is for the owner and the renovator to decide. The rules for an adult occupant, and for a delivery nobody will sign for, are set out in the painters' RRP records guide.

04 / THE PACK IN /WORKSPACE

One folder per job, built from what 745.86 says the firm keeps.

In Grok Bot, the cloud computer an account's Bots share has a workspace at /workspace that every one of them can read. A Lead-Safe File Bot, created by the owner under Aevrion's pattern, builds each job's pack there for the owner and the renovator to review, and reruns the checks above in a weekly routine (schedules sit at least five minutes apart). That folder is a working copy: the signed originals live in the firm's own records, and Bot memory, the documentation says, is never the authority. Since separate Bots are not a security boundary, nothing goes in that any Bot on the account should not see.

05 / CLOSE-OUT

Completion is the date that matters, and a remade unit can blur it.

Under 745.86(c) the owner, and an adult occupant where that is someone else, receives the firm's compliance information no later than the final invoice, and never more than thirty days after completion. Holding back the final invoice does not hold back the thirty days, which run from completion; and when one sash is still being rebuilt at the factory, which date counts as completion is a question the owner settles with their adviser. The assistant shows both dates and answers neither.

The firm keeps the records the rule requires for three years following completion and makes them available to EPA on request, and the regulation says longer state or tribal requirements still apply. The assistant can write a keep-until date on each closed pack from the completion date the owner confirms. It deletes nothing; removing records is the owner's decision, made against the longest rule that applies.

06 / WHO SIGNS

The renovator on the crew signs the cleaning verification; the assistant never does.

On a window job the renovator's cleaning verification comes at the end of a day of cutting out old units, and that signature, like the lead test, the containment and the judgment that a house is target housing, belongs to a person. The assistant prepares and checks. Its weekly routine should say plainly when it could not read the install schedule, and because the documentation describes no automatic retry of a failed run, a week with no date report should itself prompt a question; the reliable-workflows guide covers routine design.

Painters meet containment questions a window crew rarely does, and the painters' RRP records guide covers those, with the pamphlet rules, in detail.

A window company with pre-1978 jobs on the books can start by scoring its pamphlet-date workflow in the readiness assessment, a free tool with no sign-up. It rates one workflow against twelve fixed dimensions and returns a result at once, with the blockers it found; rule clarity, data availability and ownership clarity are the three to watch if the dates live in one person's head. The pack, the date checks and any custom integration to the company's job records are then the agenda for a design conversation with Aevrion Ops, subject to what each vendor's API and terms permit, and built only once tested.

SUMMARY

What to take from this.

  1. 40 CFR 745.83 limits minor repair to six square feet per room inside or twenty square feet outside, and excludes work that involves window replacement.
  2. Every window replacement in pre-1978 target housing is therefore a renovation however small; only a lead-free finding on the affected components takes it outside the rule, and that record is kept too.
  3. The pamphlet reaches the owner within the sixty days before work starts; the seven-day condition attaches only to a mailed pamphlet.
  4. A slipped ship date can push the start outside the sixty-day window, so the checks rerun whenever it moves.
  5. The compliance information is due by the final invoice or thirty days after completion, whichever comes sooner, and the records stay for three years.
  6. The assistant files, dates and checks; the credentialed renovator and the firm test, contain, verify and sign.
